Where do we go from here? 1. Let Bob Wellington, Catherine DeRonde, and another qualified economist be point people. 2. Enlist one or more staffers from Senator Leahey's office, some prominent Republican from a dairy state, someone from the consumer side of things. All 3 should have skin in the game. 3. Ask staffers to run scenarios and crunch numbers on all plans. 4. Be as practical and accurate as possible. 5.INACTION IS NOT AN OPTION!

My proposal is carrot and stick. If you want farmers to participate in a voluntary program, you have to raise the floor. You would have to raise the surcharge to cover the cost as well. It would bring supply and demand in balance without putting farmers out of business. If the regular price rises near the floor, farmers could opt out. Perhaps a Canadian style commission could regulate?

Well said. I hope your suggestions and the questions asked are part of the 'test' to vet any proposal that goes forward.

How would this be enforced and regulated? I am concerned that procedures listed as voluntary will not be as effective as desired. Are there more details to share for clarification?
