The whole Idea behind this proposal was to gather as much input from as diverse group as possible. It's a classic case of everyone gets something. With that said on many fronts Dairy is getting attacked and kicked around in public scrutiny with manure being one of the issues. When expanding farmers need to make sure that they are balancing in a responsible fashion the needs of the operation with the needs of public. This proposal would not limit the herd sizes but it would sure add one more level of checks and balances to the equation of which manure would be one concern that tends to give dairies a bad reputation. Any time one can promote through positive methods such as responsible manure handling, being responsible with our growth and expansions, and humanitarian distribution of our products such as working with Dairy Pricing Association we will benefit and restore dairies good name in the dairy case amid the flood of imitations.

This would insure adequate storage of manure be in place prior to large expansion on farms as well as local acceptance by concerned organizations. It would also be very friendly to environmental concerns. Also if growth was not needed in a particular market or area it might help losses of existing farms.
