This has some interesting parts. I don't why milk should be cheaper for a butter or cheese producer? We produce milk. I do agree with points 5 and 6. 7 could lock producers in to lower prices just as easily as locking in higher prices for a whole quarter. Markets change and the price should move with it. I am not fully understanding the inventory controls. I think 8 could lead to trade issues. Could the inventory management be viewed as price fixing as the cwt program was? 12 does not even allow for the current average farm size to be bought by a new producer.

An easy solution to the dairy farmers' financial crisis. In the 70's, dairy farmers were able to make a living wage with a much smaller herd of cows. Now dairy farmers are being plunged into poverty. This bill could be the answer to help dairy farmers and cows both.

For this proposed bill to have made it into session in 2011, it clearly had support and merit and was reviewed by analysts which means the legalize as written should not be in conflict with other regulations. What stopped it from passing? And what could be done now to amend it to gain support again?
Efforts like this have a lot of value and the components that are still valid today should be revisited.
